In 1969 there are three prisoners in a New York state prison. Earl (Mario Van Peebles), Rocco (Michael Kelly), and Carlito Brigante (Jay Hernandez). While they are in prison they are trying to control of their gangs from within their cells. Then when they are let out they are all trying to control the drug business in Harlem. The problem is when they are released there is a war going on between the Italian Bottolota crime family who are led by Artie Bottolota (Burt Young) and the black gangsters who are led by Hollywood Nicky (Sean “P. Diddy” Combs). Rocco introduces them to Artie Bottolota who at first does not want to work with Puetro Ricans or with Blacks; however, they all eventually make an arrangement to start a drug distribution ring. The three friends have to try and maintain an alliance while attempting to take full control of all the drugs moving in and out of Harlem. They must also contend with the toughest cops in Harlem and keeping the peace with Hollywood Nicky.
